The Indian Dental Association ( IDA ) was formed in the year 1949 soon after the Dentists Act 1948 was passed in the Indian Parliament, before which it was known as "All India Dental association". The association was registered in Delhi in 1967 with Reg. No. S/265.
OBJECTIVES OF IDA
The Main objectives of the association are : --
  1. Promotion, encouragement and advancement of dental and allied services.
  2. To encourage the members to undertake measures for the improvement of public health and education in India, and
  3. The maintenance of honour and dignity and the upholding of interests of the dental profession and co operation between the members there of.
FUNCTIONS OF IDA
For the attainment of the objectives and to stengthen the association, various programmes were undertaken and different measures were adopted for its implementation. These includes :--
1. Holding periodical meetings and conferences of the members of the association and the dental profession in general.
2. Publishing and circulating a journal which is the official organ of the association. It undertakes the publicity and propaganda of the work of the association through its columns
3. Encourging the opening of the libraries in the branches and buy books out of the funds of the association.
4. Publishing from time to time papers related to dental researches conducted by members independently or under the auspices of the association
5. Encouraging research in dental and allied sciences with grants out of the funds of the association by the establishment of the scholarships and maintain international contacts with foreign dental association.
6. Conducting an educational compaign among the masses of India in the matter of oral hygiene by co operating with different public bodies working with the same objects.
7. Consider and express its views on all questions pertaining to the Indian Legislation affecting
  1. public health
  2. the dental profession ;and
  3. dental education
and take such steps from time to time regarding the same as shall be deemed expedient or necessary.
8. Protects public from unethical treatment by unqualified practioners.
9. And finally do all such other things as are cognate to the objectives of the association or are incidental or conductive to the attainment of the above objectives.
10. To maintain an office of the association
STRUCTURE OF THE ASSOCIATION
Branches of this association spreads all over India. There are mainly 2 types of branches.
  1. Local Branches
  2. State Branches
Local Branches :--- Branches which are situated either at district head quarters or in other places in the district.
State Branches :--- Branches which have their headquarters within their respective state and are made up of various local branches within the state as their units.
Local and state branches are formed for the better attainment of the objects of the association.
Local branches should have a minimum of 15 ordinary members and there shall not be more than one branch in the same town.
MEMBERSHIP OF IDA
Dental practioners registered under Indian Dentists Act 1948 are eligible to become a member of the association
In the ares where the Dentists Act of India has not been forced and no registration has taken place, members of the dental profession eligible to be registered under part A are also considered.
The members of the association itself are of different categories :--
  1. Honorary members
  2. Ordinary members
  3. Director members
  4. Student members
  5. Affiliated members
  6. Associated members
1. Honorary members :---
Persons of high scientific or literary attainment or persons who have rendered conspicous services to the association or persons whose conections with the association may be deemed desirable and if willing to be made Honorary members are so elected according to the rules of the association.
If a person has to be elected as a honorary member at least 25 members of the association or 10 members of the central council should propose his / her name along with claims of the candidate for such honour before the central council.
2. Ordinary members :---
Dental practioners and other members of the dental profession eligible to become a member of the association.
3. Director members :---
Persons eligible for membership but who are not residing or practicing in the area of a local branch. These members shall be attached to state branch to the central head-quarters.
4. Student members :---
Only undergraduate students of recognised dental institution may be admitted as student members.
5. Affiliated members :---
Non residential foreign dental practioners having dental qualification according to schedule are eligible to become affiliated members, subject to the approval of the central council of the Indian Dental Association.
All affiliated members will be attached only to the head office.
6. Associate members :---
Persons registered with the medical council of India.
Director members and other members shall fill up and sign the prescribed form of application of membership which can be send directly to the Honorary general secretary or through the state branch or local branch.
PRIVILAGES OF IDA MEMBERSHIP
1. All members shall be supplied with a copy of the journal and such other publication of the association free of cost.
2. All members can use the library and association rooms if any
3. All members have the right to attend take part in discussions in all general meetings, lectures and demonstrations or conferences organised by the association.
4. All members shall enjoy any other privilage that may be conferred by the central council.
OFFICE BEARERS OF IDA
For the proper management of the association the following office bearers are elected.
  1. One President
  2. One President - Elect.
  3. Three Vice Presidents.
  4. One Honorary General Secretary
  5. One Honorary Joint Secretary
  6. One Honorary Treasurer
  7. One Editor Of The Journal Of IDA
  8. One Chairman Of The Council On Dental Health ( CDH ).
  9. One Honorary Secretary of The Council on Dental Health.

DUTIES - POWERS & TENURE OF OFFICE OF THE OFFICE-BEARERS

1. THE PRESIDENT
The tenure of the office shall be one year.
Shall be the chairman of all meetings of the central council and the working committee if and when appointed, and any other committee of which he may be a member and for which no chairman has been appointed.
Shall preside at the Annual Conference.
Shall guide and control the activities of the association
Shall regulate the proceedings of the meetings and conferences, interpret the rules and regulations, decide doubtful points.
Shall in addition to his ordinary vote have a casting vote. In case of equality of votes, if he fails to give his casting vote, the election shall be declared invalid.
Shall continue as a member of the Central Council for one year beginning with the end of his term of office as President.
2. THE PRESIDENT ELECT
Shall be a member of the Central Council and shall assist the President in the performance of his duties and shall succeed to the office of the President at the end of the open session of the Conference or at the end of the annual general meeting if there is no Conference in the year following his election as President - Elect.
3. THE VICE-PRESIDENT
The tenure of office shall be one year.
The candidate securing the highest number of votes at the election shall be deemed as the first Vice - President.
The candidate securing the second highest number of votes shall br deemed as the second Vice - President and the candidate securing the third highest number of votes shall be deemed as the third Vice - President. In case of a tie, it shall be decided by drawing lots.
Any one of the three Vice - Presidents in their order of precedence shall act as Chairman of the meetings of the Central Council in the absence of President.
Any one of the three Vice - Presidents in their order of precedence shall act as Chairman of all sub - commmittee of which he is a member in case the President is not a member and for which no chairman has been appointed.
All shall help in the organisation of the branches by making tours and addressing dental association, etc. This shall apply to the branches also.
4. THE HONORARY GENERAL SECRETARY
The tenure of office shall be five years . In the case of branches, the post shall be designated as Honorary Secretary. The tenure of office shall be one or two years as the branch decides. He will conduct the office with the help of Honorary Joint Secretary and Honorary Assistant Secretary.
Shall be in charge of the Central Office.
Shall conduct all correspondence.
Shall have general supervision of accounts, pass all bills for payments and sign cheques.
Shall get prepared by the Honorary treasurer, a half yearly and an annual statement of accounts duly audited by the auditor, for presentation before the Executive Committee and annual general meeting.
Shall prepare a budget and get it passed at the first Executive Committee meeting after the annual general meeting.
Shall organize, arrange and convene meetings, conferences, lectures and demonstrations.
Shall attend meetings of the Executive Committee and Working Committee if one exists, and keep proceedings thereof.
Shall be Ex-officio member of all committees.
Shall maintain a correct and up-to-date register of all members of the Association and branches.
Shall organise the Indian Dental Association with the help of the honorary joint secretary and Honorary Assisstant Secretary by encouraging the establishment of the branches where they do not exist and by creating a general interest in the Indian Dental Association.
Shall maintain a property register.
If the Honorary General Secretary / Honorary Secretary changes his personal headquarters to any other town after he is duly elected, the office of the Indian Dental Association / its branch shall not be shifted to his new headquarters without the prior approval of the Executive Committee and later to be approved by the general body.
5. THE HONORARY JOINT SECRETARY
AND
THE HONORARY ASSISTANT SECRETARY
The tenure of office shall be one year.
At the headquarters they shall help the Honorary General Secretary in his work in looking after the office, in conducting correspondence, in preparation of agenda of meeting, in preparing statements, etc.
The Joint Secretary act for the Honorary General Secretary in his absence.
In case of branches the Honorary Joint Secretary, if elected, shall help the Honorary Secretary in his absence.
In case an Honorary Assistant Secretary is also elected. he shall act the same way as Honorary Secretary only in the absence of Honorary Joint Secretary.
6. THE HONORARY TREASURER
The tenure of office shall be one year.
Shall receive the finance of the association and deposit them in a bank approved by the Central Council to the credit of the Association which is operated jointly by the Treasurer and Honorary General Secretary. The funds or a part of them may, if approved by the Executive Committee , be deposited in the Post Office Saving Bank.
Shall be responsible for the collection of subscription from all the members of the Association either directly or through branches.
Shall dispose of the bills for payments as sanctioned by the Honorary General Secretary and only on his written order.
Shall have the right to point out any error or discrepancy in the order of payment of the Honorary General Secretary and refer the order back to him with his remarks. In the event of disagreement still persisting between the Honorary General Secretary and the Treasurer, the matter shall be referred to the President for final decision.
Shall be responsible for keeping up-to-date the accounts of the Association with all the accounts books posted up-to-date.
Shall get all the accounts audited by the auditor of the Association.
Shall prepare an annual statement of accounts and a balance sheet showing the financial position of the Association, get it audited by the registered auditor elected at the annual general meeting and puts it for adoption before the annual general meeting through the Honorary General Secretary
 
7. EDITOR OF THE JOURNAL
The tenure of office shall be five years.
Shall be incharge of the Journal of the Indian Dental association.
Shall with the help of the Journal Committee, be responsible for the publication and management of the Journal.
Shall be Chairman of the Journal Committee.
Shall have the sole discretion of publishing or correcting any of the articles received for publication.
Shall submit the statement of accounts to the Tresurer half yearly and yearly.
8. CHAIRMAN OF THE COUNCIL ON DENTAL HEALTH, I.D.A.
The tenure of office shall be two years.
Shall be the chairman of all meetings of the Council on Dental Health, I.D.A. and shall guide and control the activities of the Council on Dental Health.
This shall not apply to the branches.
9. HONORARY SECRETARY OF THE COUNCIL ON DENTAL HEALTH.
The tenure of office shall be two years.
Shall be in incharge of the Council on Dental Health. I.D.A.
Shall organise, arrange and convene meetings of the Council on Dental Health in consultation with the Chairman.
He shall submit the statement of accounts to the Treasurer half yearly or yearly.
This shall not apply to the branches.
ELECTION OF THE OFFICE BEARERS
The President-elect and the Vice-Presidents:
The Honorary General Secretary shall on or before the 1st of May each year invite State and Local branches to nominate one member of the Association for the office of President-elect and three members of the Association for the office of three Vice-Presidents.
He shall along with or before the circular inviting nominations send a current list of members of the Association.
The qualifications required for the Candidate to be nominated / to contest for the election of Head Office, Office Bearership and post are : ---

THE PRESIDENT ELECT

1. Should have served in the Executive Committee of Local or State branch for two years with 50 % attendance each year.
2. Should have been President of the Local or State branch with 75 % of the attendance in the meeting of Executive Committee.
3. Should have served in the Central Council for 2 years with 50 % attendance each year, out of which atleast one year should be within the preceeding two years.

HONORARY GENERAL SECRETARY

1. Should have served in the Executive Committee of Local or State branch for at least 2 years with 50 % attendance each year.
2. Should have served as a Secretary of a Local or State branch for at least one year with 75 % attendance each year.
3. Should have served in the Cental Council for 2 years with 50 % attendance each year, out of which atleast one year should be within the preceeding two years.

JOURNAL EDITOR

1. Should have served in the Executive Committee of Local or State branch for at least 2 years with 50 % attendance each year.
2. Should have served as a President or Secretary of a Local or State branch with 75 % attendance.
3. Should have served in the Cental Council for 2 years with 50 % attendance each year, out of which atleast one year should be within the preceeding two years.
4. Should produce evidence of being associated with any Committee of Scientific Publications.

CHAIRMAN OF C. D. H.

1. Should have served in the Executive Committee of Local or State branch for at least 2 years with 50 % attendance each year.
2. Should have served in the Cental Council for 2 years with 50 % attendance each year, out of which atleast one year should be within the preceeding two years.
3. Should have experience of conducting Dental Health Program at Local or State level and produce a certificate to that effect from the President or Secretaryof the Local or State branch.

SECRETARY C. D. H.

1. Should have served in the Executive Committee of Local or State branch for at least 2 years with 50 % attendance each year.
2. Should have served in the Cental Council for 2 years with 50 % attendance each year, out of which atleast one year should be within the preceeding two years.
3. Should have experience of conducting Dental Health Program at Local or State level and produce a certificate to that effect from the President or Secretaryof the Local or State branch.
 
A person who resigns from Office - Bearership of Head Office before completion of his tenure of his post to contest for any other Office - Bearership post of Head Office during his unfinished tenure be barred from standing for any other offices of Head Office.
PROCEDURE
1. The nominations for these offices shall be by the branch Executive Committee, but before the nomination is forwarded to the Central Office, the Secretary of the branch should ascertain from the person concerned whether he accepts the nomination and send such letter of acceptance to the Head Office.
2. No member shall be eligible to stand for or hold two offices during the same year. Otherwise his nomination becomes null and void.
3. The nomination should reach the office of the Honorary General Secretary not later than 15th June. Nominations received after that date shall not be considered.
4. The eligible candidates as declared by the Screening Committee shall be intimated immediately after the meeting and also shall be informed of the names of their co-contestants for the post they intend to stand. They shall be given 15 days time for withdrawal of their candidature if they desire to do so.
5. The Honorary General Secretary , on or before 15th of September shall send to all the branches and the direct members the list of nominations received requesting them to elect one name for the President - elect and three names for the Vice - Presidents from among the names in the list of nominees.
6. The branch Secretary shall use this list for preparation of ballot papers to be used for voting at a general body meeting specially called for the purpose.
7. The counting of the votes shall be done by two scrutinisers appointed by the President, in the presence of the President and Secretary and the candidates, if present.
8. The voting by ballot shall be according to the method laid down by the Central Council from time to time.
9. The voting by the direct members shall be by post for which they will be supplied ballot papers from the Head Office under postal certificate along with the list of nominations. The ballot papers must be sent to the head office by registered post .
Similar procedure shall be followed by the State branches for their direct members and their election results along with their ballot papers collected by them must be sent to the Head Office by registered post.
The election results must reach the Head Office not later than 31st October after which they will not be considered.
10. There shall be a Scrutinising committee. All the sealed envelopes shall be opened by the Honorary General Secretary in the meeting of the Scrutinising committee and the committee shall tabulate the results and place the same before the Central Council.
11. Honorary General Secretary shall give 15 days clear notice to all the candidates informing them about the date, time and place of the Scrutinising committee to enable them to be present at the same either in person or by proxy, who shall be a member of the Association.
12. The person getting the largest number of votes shall be declared elected by the Central Council. In case of equality of votes Central Council will have the power to decide the issue by drawing lots.
13. In the event of there being no nomination either for the posts of one President -elect or any one of the three Vice-Presidents received by the Head office by the prescribed date of 15th June, the elections for these posts shall be held at the annual general meeting.
If nominations are received for the post of Vice President only, and if any of the elected Vice-Presidents resign to contest for the election of President-elect at the annual general meeting or for some other reasons, the order of precedence of the three Vice-Presidents will be determined on the basis of the number of votes polled by each of the remaining candidates contesting for the election of the Vice-President.
In the event of the post of the President falling vacant due to some contingency such as resignation, demise, etc., the first Vice-President shall succeed to the post of President for the remaining period of the year.
The branches shall elect the office-bearers during their annual general meeting every year :--
  1. The Honorary General Secretary
  2. one Honorary Joint Secretary
  3. one Honorary Assistant Secretary
  4. one Honorary Treasurer
  5. Editor of the Journal
  6. The Chairman of the Council on Dental Health; and
  7. Honorary Secretary of the Council on Dental Health
shall be elected at the annual general meeting.
Only those members are eligible to stand for elections of office bearers whose dues are received at the Head Office before 31st January of that year. Only those members who have paid their subscription before 31st July of that year and who otherwise have the right to vote, can vote for the Central Elections.

Removal Of office-bearers by no-confidence motion :--

The charge against any office bearer have to be enunciated in the form of a resolution signed by not less than 25% of the total number of members of the Association as on 1st November, to the President and Honorary General Secretary, who shall circulate the same to all the members and convene a special meeting to discuss the same within a period of 60 days of the date of receipt.
In case they fail to do so, the members signing the resolution can convene a special meeting themselves within a period of two months only for this purpose.
The Central Council has the right to enquire into the charges levelled against the office bearers concerned and every opportunity has to be provided to the office bearers to appear or to represent his case at such an enquiry.
Thereupon the whole matter has to be placed before a special meeting convened for this purpose, giving ample opportunity for the defence to state his case after which the resolution is to be moved, and if the majority of 2/3 present at the meeting vote for the resolution, such resolution shall have effect from the date on which it has been passed.
The voting shall be by secret ballot.
The quorum for the special meeting shall be 1/4th of the total strength of the members as on the list.

THIS PROCEDURE APPLIES TO THE BRANCHES ALSO

Appointment of an Auditor

An auditor shall be appointed at the annual general meeting of the association every year for auditing the accounts of the Association. He shall be a Chartered Accountant.
DUTIES OF THE AUDITOR :--
Shall audit the accounts at the end of the year or earlier if so decided by the Central Council and shall certify to their correctness.
Shall give suggestions for the proper keeping of accounts as required.

Council On Dental Health of Indian Dental Association

Council on Dental Health is a committee to promote oral hygiene and dental oral health.
It has various activities to educate and motivate the masses about oral hygiene like
  1. oral hygiene and dental health exhibitions
  2. demonstrations
  3. lectures
  4. poster competition
  5. debates
  6. best smile contest
  7. best dentition contest
  8. brushing method contest
  9. essay competition
  10. model competition
  11. film and video show on oral hygiene etc.
The Aims and Objectives of all these activities is to make the masses aware of oral hygiene and to promote their dento-oral health.
